Steps
- Choose the document image with Apply Black-and-White, Sepia and Other Looks.
- Under "Look" choose "Document (crisp black and white)".
- If it is still hard to read, set the strength to "Strong".
- Save, then turn it into a PDF with Photos to PDF.
